Despite ban, you can still access the blocked websites in India

India government ordered Internet service providers and telecom operators to block 857 websites in response to an ongoing Supreme Court case. While, residents in India will still be able to access the blocked sites using VPNs or proxy servers.

Internet service companies, like Bharti Airtel Ltd.and Vodafone Group, were asked to prevent "open and free access" to over 850 websites, said K. Syama Prasad, a spokesman for the Department of Telecommunications, which issued the order. Reddit users were the first to notice the ban, and have begun compiling a list of alternative sites that have yet to be blocked. Within hours, social media platforms in India lit up with complaints from people trying to visit pornography sites only to find either a blank screen or a cryptic message saying the site had been blocked "per instructions" from India's Department of Telecommunications.
In the time when the Prime Minister is pushing for digital empowerment of citizens, the government can't turn into totalitarian state by banning all types of porn sites. This is the largest effort to ban websites by the Indian government. Previous efforts to ban websites have overshot their mark. In December, India banned more than 30 websites for allegedly containing content generated by Islamic State, also known as ISIS.
